ARLINGTON, VA – PLUS Communications, a leading public affairs, media and digital firm, today announced that David Ramadan, former member of the Virginia House of Delegates, has joined the firm serving of counsel to help expand the firm’s growing state level and international services.
PLUS was launched earlier this year as a standalone, bipartisan public affairs business by the team that founded FP1 Strategies and offers an unmatched depth of experience representing Fortune 100 companies, trade associations and non-profit organizations across a host of industries. The addition of Ramadan to the team comes as the firm has been expanding with top-tier talent and garnering national recognition for its work, including its selection as one of five finalists among public affairs firms across the country for PRWeek’s prestigious “Outstanding Midsize Agency” award category.

David Ramadan is an executive and international consultant with extensive experience in leadership, public policy, community affairs, policy communications, legislative advocacy, grassroots and minority engagement. He has over 25 year’s experience in leading external affairs and practicing business diplomacy with government entities, public officials, communities, stakeholders and political parties. He drove expansion into global markets for American franchises, pharmaceutical, food manufacturing, consumer goods and retail corporations, orchestrating legal strategy, human resources, community engagement, and sales and marketing.
Ramadan served in the Virginia House of Delegates from 2012 to 2016 representing Loudoun County and parts of Prince William County. In the House, he served on the oldest and newest committees: Privileges and Elections where he chaired the Constitutional Amendments Subcommittee, Science and Technology, and was also a member of the General Laws Committee. Ramadan is an adjunct professor at George Mason University (his alma mater). He also served as a member of the George Mason University Board of Visitors, appointed by the Governor of Virginia.
Ramadan has also advised political candidates, including those for president, governor, and U.S. Senate and House on business issues, grassroots outreach and minority engagement. He is frequently quoted in national publications and asked to appear on television and radio, including The New York Times, CNN, The Hill, The Washington Post, The Richmond Times Dispatch and NPR.
Ramadan emigrated to the United States from Lebanon in 1989 after attending International College in Beirut. He is a graduate of George Mason University with a Master of Arts degree in international trade and transactions and a Bachelor of Arts degree in governments and politics. He completed graduate studies at Oxford University, the American Graduate School of Business in Geneva, Johns Hopkins University and Georgetown University. He is currently pursuing a Doctor of Education degree at Vanderbilt University.
