Torin Kelly is a managing director at PLUS Communications. She specializes in a campaign-style approach to planning and executing complex issue management and multi-state issue advocacy campaigns. Torin has spent fifteen years designing and leading public affairs and public relations campaigns to achieve public policy goals on behalf of Fortune 500 companies, industry coalitions and trade associations.
Torin has had the opportunity to compose and manage public affairs campaigns that have been credited with shaping some of the most historic federal policy developments from the last decade in the areas of energy, healthcare, tax and trade. Through this work, she’s earned a reputation for her ability to leverage parallel grassroots and grass-tops efforts, opposition framing, paid media, earned media and digital advocacy to lead field teams in effectively securing strategic alliances and building and mobilizing bipartisan coalitions to advance public policy.

A native of Minnesota, Torin grew up playing ice hockey year-round as the goaltender for her team. Torin started out her career as a publicist for Sesame Street Live. When not advancing public policy, Torin likes to relax at her family’s ranch house in Story, Wyoming.
